Rakusuikai Bylaws

Rakusuikai bylaws were enacted on October 25, 1958 and revised six times since: July 15, 1986; July 5, 1991; May 7, 2003; October 14, 2005; February 14, 2006; and May 16, 2007

Article 1.

This alumni association shall be named Rakusuikai; its headquarters shall be located on the campus of Tokyo Institute of Technology.

Article 2.

The objectives of this association shall be: (1) to strengthen the friendship among its members, (2) to work for mutual benefits, and (3) to cultivate knowledge and virtues.

Article 3.

Efforts shall be made on a timely basis to attain the objectives of Article 2, such as holding meetings and lectures as well as distributing the association bulletin.

Article 4.

Rakusuikai members fall into the three categories given below. Those who meet the qualifications stipulated therein shall automatically become members of one of the three categories.

Regular members: (1) Tokyo Institute of Technology (TiTech for short) graduates, graduates of TiTech’s special divisions and graduates of Tokyo Vocational School (TiTech’s predecessor) who studied in electrical engineering, computer science and related fields; (2) current faculty members of TiTech departments related to electrical engineering, computer science and related fields ; (3) those who have earned a doctoral degree from Tokyo Institute of Technology Graduate School in electrical engineering, computer science and related fields; (4) TiTech graduates with a degree in electrical or information technology; (5) anyone who has been enrolled in TiTech’s departments related to electrical engineering, computer science and related fields, especially those who have been deemed qualified for membership at an executive meeting
Special members: (1) Other than those who are regular members, professors, associate professors, and lecturers; and especially (2) anyone who is closely associated with Rakusuikai and deemed at an executive meeting to be qualified for membership.
Student members: Students enrolled in courses at Tokyo Institute of Technology related to electrical engineering, computer science and related fields
Article 5.

Regular members shall be required to pay an amount separately set as their membership dues. No membership dues shall be collected from special members and student members.

Article 6.

Rakusuikai shall appoint the following executive officers:

Chairman: 1
Vice Deputy Chairman: 1
Off-Campus Manager: At least 6
On-Campus Manager: 4 (of which one shall serve also as Vice Deputy Chairman)
Article 7.

Chairman shall preside over Rakusuikai affairs. Vice Deputy Chairman shall assist the Chairman in carrying out his duties. Managers shall handle the general affairs, accounting, compilation of the association bulletin, personnel affairs, auditing, and all other affairs of Rakusuikai.

Article 8.

Chairman shall be recommended from among regular members at a general meeting and Vice Deputy Chairman from among On-Campus Managers. Both recommendations shall be approved at the said general meeting. Managers shall be elected from among regular members by mutual vote at the said general meeting.

Article 9.

The term of office for Chairman, Vice Deputy Chairman, and Managers shall be 1 (one) year. Reappointment shall not be prevented. However, Chairman and Vice Deputy Chairman shall be limited to two terms.

Article 10.

Meetings shall be either general meetings or executive meetings. General meetings shall be called by the Chairman, while executive meetings shall be called by either the Vice Deputy Chairman or by Off-Campus Managers. Regular general meetings shall, as a rule, be held once a year. Items of business to be taken up at regular general meetings shall include, among other things, the previous year’ business report and accounting report, the approval of executive officers in the relevant year, and the business projects to be carried in the relevant year. An extraordinary general meeting shall be held when 30 or more regular members request such a meeting, or when a resolution calling for such a meeting is passed at an executive meeting and the Chairman calls the said general meeting. Adoption of resolutions at a general meeting shall require the consent of a majority of regular members in attendance.

Article 11.

Rakusuikai’s business and accounting year begins in April of every year and ends in March of the following year. The term of executive officers shall start the day after the general meeting in which their appointments are approved and end on the day of the next general meeting.

Article 12.

In order to realize the objectives of Article 2, some of Rakusuikai’s committee members may be delegated as needed.

Article 13.

Changes to Rakusui bylaws shall be based on a resolution adopted at a general meeting.

Supplementary Provisions
Article 1.

Rakusui bylaws shall come into force the day after the regular general meeting is held on October 15, 2005.

Article 2.

The term of office for executive officers in 2005 shall last until the regular general meeting of 2007, and the term of office for executive officers in 2007 shall start the day after the regular general meeting of 2007 and end at the regular general meeting of 2008.

Article 3.

At least one of the six Off-Campus Managers shall be placed in charge of auditing.

Detailed Rules of Rakusuikai
Article 1.

The association bulletin shall be published at least once every year.

Article 2.

Membership dues shall be calculated at an executive meeting pursuant to Rakusuikai’s balance of payments situation.

Article 3.

At least one of the six Off-Campus Managers shall be placed in charge of auditing.

Article 4.

The following items shall need approval of a general meeting:

Changes to Rakusuikai’s bylaws and detailed rules
Change of executive officer
Previous year’s business report and accounting report
Next year’s business projects and budget proposal
Change of regular membership dues

Article 5.

The following items shall need approval of an executive meeting:

Installation of the secretariat, hiring members of the secretariat and paying their salaries
Implementation of business, etc. other than those approved at a general meeting.

Appendix: Dues of Rakusuikai’s regular members (as of April 2004)
